RULES AND PROCEDURES

The five days of racing during the Dutch Classic Yacht Regatta (DCYR) will last from Wednesday 27 July up to and including Sunday 31 July2011 and will again take place on the Haringvliet. The exact schedules, racing tracks and number of starts are currently under discussion within the organizing committee. A survey was sent out by email to participants known from previous DCYR’s, the results of which will to a large extent be guidance when determining the definitive sailing and shore side programmes. 

Once the DCYR 2011 programme has been finalized it will be published on this page.

The class division for the DCYR 2011 will be similar to the division in 2009. No distinction is made between Maxi’s, Racers and Cruisers.  All yachts will be classified on the basis of their rating as established by the Vereniging Klassieke Scherpe Jachten (VKSJ).

This results in the following schedule:

Classics 1      Rating >1,10

Classics 2      Rating 1,00 – 1,09

Classics 3      Rating 0,95 – 0,99

Classics 4      Rating < 0,94

Prior to the first racing taking place it may be decided to apply different rating brackets to the various classes depending on the expected number of participants in the various classes.

The committee reserves the right to assign registry into a Classics class to (a) Gaff Rigged Yacht(s). This will not be indicated on the registry form but can be effectuated by the registry office.

Scoring the races will be the same as in 2009. To keep up the pressure until the final race again the VKSJ scoring system will be applied. It is the so called Relative Scoring System (RSS).

Relative Scoring System (RSS)

Points will be awarded to all finishing participants. The winner receives 35 points the last finalist receives three points. The time difference between the winner’s time and the individual finishing times of all the contestants is a measurement for the assignment of the points. A lead built up over a number of races may be lost to a contestant who wins a final race with an overwhelming lead.

The least favourable result out of six races may be discarded from the calculations for the end result.

The DCYR races are subject to the Racing Rules of Sailing (RRS) 2009-2012, the rules of the KNWV, the class directions, the racing notices and the racing rules.

These racing rules appear in Dutch and English. In case of differences of opinion the Dutch text will be ruling.

Registration

Participating boats can register for the races with the organisation authority (Stichting Dutch Classic Yacht Regatta). Participating boats must meet the rules as established by the DCYR.

Notifications for participants

Notifications for participants will be displayed at the official notice board, which is placed in the DCYR tent.

Amendments to the racing rules

Every amendment in the racing rules will be notified officially before 8:30 a.m. on the day that the change will be in force.

Addition to the basic principle

According to the organising authority and the racing committee the principle of fair sailing under rule 2 (RRS 2009-2012) also implies avoiding collisions and taking into account the manoeuvring capabilities of both one’s own boat and the other biats even if this means disregarding one of the other rules.

Under rule 2 (RRS 2009-2012) each boat involved in a collision and of which it could be reasonably be expected to be able to avoid the collision will be penelized.

Racing area

The racing area is laid out on the Haringvliet.

Course

The course to be sailed, the sequencing of the route and the way the marks/beacons must be rounded and the way the course is notified on the committee-boat is stated in the chapter ‘racing scheme and courses’.

Start

Every day at the briefing at 08:00 hrs. use of the starting area will be announced. This will also be published on the notice board in the tent at 08:30 hrs.

The starting vessel can be recognised by the DCYR-flag.

The starting vessel will be situated at the starboard and of the start line.

The start line will consist of the starting vessel and a buoy marked with a red flag.

The races will be started according to rule 26.

All races will start under rule 30.1 irrespective of the presence of the signal flag I from the starting vessel.

During the starting period the signals shown from the starting vessel are ruling.

Finish

The finish area will be situated between the HV5, HV7 and the harbour entrance. The finish line will be formed by two vessels each flying the DCYR-flag. If the race is shortened, the finish will be between two finish vessels, both displaying the DCYR-flag and the shortened pennant (flag S).

Time limit

A boat that does not finish within 90 minutes after the first boat in its class has finished will be scored as ‘Did not finish’ (DNF). This overrules rule 35.

Protest

The participants have to ascertain that they are or are not involved in a protest.

Protests shall be entered on forms, which can be obtained at the DCYR-office and be lodged where within protest time.

A protest fee of € 25,- per protest will be charge. This fee will be refunded if the protest is accepted as valid by the protest committee.

Rule 61.1B of the RRS will be amended; mentioning a boat on the protest scheme is equal to informing the boat.

The protest time begins as soon as the last boat of the day has finished. The protest time ends at 18:30 hrs.

Announcements concerning protests will be made public within 30 minutes after the protest time has ended. The announcements contain the time and place where the protests are being dealt with, the parties involved and the witnesses.

Contrary to rule 65.2 of the RRS a request for a written decision must be presented within one hour after the verbal decision has been announced.

Rule 66 of the RRS is amended by adding this sentence: On the last day of the races a party can ask for reopening, if that request is received within one hour after the verdict.

Scoring

The series will be scored as provided in Appendix  of the racing using the Relative Scoring System (RSS).

In the RSS system the boat finishing first on corrected time in its series receives 35 points. Every next boat receives fewer points. The bigger the time difference on corrected time with the first boat the fewer the number of points allocated to the boat.
